Alan Rosca, Honorary Consul General
Alan Rosca, born in Bucharest, Romania, is a securities lawyer and an active member of the Romanian community in Ohio. He received his Juris Doctor degree summa cum laude from the Cleveland-Marshall College of Law, and holds an MBA degree in international business from Baldwin-Wallace College and a law degree from the University of Bucharest School of Law.
Alan focuses his legal practice on complex commercial and financial litigation and arbitration, particularly in the areas of securities and investment fraud. He also teaches Securities Regulation at the Cleveland-Marshall College of Law, Cleveland State University. Prior to moving to Cleveland, he practiced law in Bucharest, Romania and London, United Kingdom.
Alan has been quoted in the media on the topic of investment loss recovery from Ponzi schemes. He has authored legal research articles and has co-authored amicus curiae briefs submitted to state Supreme Courts on behalf of investors in securities litigation proceedings. He is also a speaker and author on attorney professionalism.
He is licensed to practice law in Ohio, and is a member of the Cleveland Consular Corps, the Public Investors Arbitration Bar Association and the Cleveland Metropolitan Bar Association. He sits on the board of the Friends of the Romanian Cultural Garden, in Cleveland. He is a member of the St. Mary's Romanian Orthodox Church in Cleveland.
Ingrid Vatamanu, Advisor to Honorary Consul General
Ingrid Vatamanu, born in Galați, Romania, is a third year student at Barnard College of Columbia University. She is majoring in Political Science, specifically concentrating on International Relations, and French. She works in the Barnard Political Science Department, holds the Public Relations Chair position in the Columbia Rotaract Club, and is an Ambassador for the visiting international students at Barnard. In the past, she has lived in France for a year and a half, completing a year of her high school education in Lille and a semester in Paris studying at the Sorbonne.
Ovidiu Breahna, Advisor to Honorary Consul General
Ovidiu Breahna, born and raised in Romania, is a third year student at John Carroll University studying Biology and Spanish. Ovidiu is an active member of the Spanish organization that he founded as a sophomore. Last summer, he participated in a summer study abroad program in Madrid, Spain, where he studied at Comillas Pontifical University. In his free time, Ovidiu volunteers at his local hospital and works as a tutor in Biology, Chemistry, and Spanish.
